Foreign Policy

Bumper sticker seen in Eugene, Oregon today:

"YEEHAW! is not a foreign policy."

When I was young my brother and I belonged to a square dance club. Directions were given in "Gee" and "Haw". Gee was left and Haw was right. When you had to go to the restroom the directions on the wall were Gee to the men's room and Haw towards the women's. Gee Haw? Yeehaw? My brain wants to say they are slurred like "all ee all ee oxen free,come out wherever you are," became slurred from "all yee all yee out and free" in the game of hide-and-seek.
If this is so does yeehaw refer to men and women or left and right, square dancers, or for lack of a better term, hicks in general?
Yeehaw may actually be a Texas political foreign policy.
